Protesting Controversial Climate Policies: Avenues of Opposition

In recent years, we have seen a rise in protests both for and against stricter climate policies. The public can use different strategies to express dissatisfaction with existing or proposed policies, both within the framework of the representative political system (using the legal apparatus or the party system) and outside of it (through street activism).

Regardless of whether climate lawsuits are filed, a protest party is founded, or a street protest is organized, more specific decisions must be made regarding tactics. For example, street activism can involve traffic blockades or a school strike, while political parties can choose to form alliances or stand alone.

In the TRUST project, we study why protest movements choose different protest strategies and tactics, and the potential consequences of these choices. Well-functioning democracies require political engagement and a certain degree of resistance. An important question is nevertheless whether certain forms of protest may affect democratic decision-making processes negatively and reduce public support for the climate issue.

The ambition of TRUST is to answer questions such as:

  • What are the public attitudes towards various forms of climate protest?
  • What factors influence protest movements’ choice of strategy and tactics?
  • To what extent does protest movements’ choice of strategy and tactics affect their chances of success?
  • How do protest movements’ choice of strategy and tactics relate to public perceptions of democracy and political trust?

To answer this, we will use a combination of both qualitative and quantitative methods, including interviews, surveys, and document analyses.

A central part of the project is the aim to investigate and compare different forms of protest in the same policy area, both at the overall level (use of the legal apparatus, the party system, or street activism) and within each of these (choice of different tactics).

TRUST focuses on the Norwegian context.
