Stian Normann Anfinsen mottok gradene cand.mag., cand.scient og ph.d. i fysikk fra UiT Norges arktiske universitet (UiT) i henholdsvis 1997, 2000 and 2010. Han tok graden M.Sc. in Communications, Control and Digital Signal Processing ved University of Strathclyde i Glasgow, Skottland, i 1998.

Han jobba som programutvikler ved Kongsberg Spacetec i Tromsø fra 2001 til 2005. Da ble han ph.d.-student og senere postdoktorstipendiat ved UiTs Institutt for fysikk og teknologi (IFT). I 2014 ble han ansatt som førsteamanuensis i Jordobservasjonsgruppa ved IFT, og fungerte deretter som instituttleder i 2016/17, før han i 2017 var med på å etablere Maskinlæringsgruppa.

I 2021 gikk han av som leder av Maskinlæringsgruppa for å starte i jobb som seniorforsker ved NORCE, men er fortsatt professor II ved Maskinlæringsgruppa. Hans forskningsinteresser omfatter bildeanalyse, tidsrekkeanalyse og grafteori ved bruk av metoder fra maskinlæring og statistikk, særlig anvendt på data fra jordobservasjon, satellittfjernmåling, medisinsk avbildning, kraftnettverk og fornybar energi.
