Øyvind Hellang is a senior researcher and project manager at NORCE and participates in the PhD programme at the institute for Information Systems at the University of Agder (UiA). He has a Master of Information Systems from UiA and broad experience from change management in public organisations supported by new technology through his work as an IT consultant in the Municipality of Lyngdal and Accenture AS, and as a Public Management Auditor at the Auditor General in Agder. His research field is Public Benefits Management and Pulic Service Design: Security and Preparedness, Work and Education for NEETs, Qualification for Refugees. He is a co-author of books on Public Benefits Management and is PRINCE2 Foundation certified.
