Early intervention in long-term care: new model for tailored initial efforts and allocating of services (EARLY INTERVENTION)

The "Early Intervention" project investigates a new model for assessing needs and allocating care and nursing services. The aim is to gain more knowledge about the entry point to these services, a critical phase which has been insufficiently studied.

Such knowledge is crucial for users, health professionals, and decision-makers with a view to improving service provision, ensuring equal access for all with similar needs, enhancing efficiency, and reducing resource use. This sector is vital for municipalities, which on average allocate one-third of their annual budgets to home care services and nursing homes.

The project is a competency and collaboration initiative funded by the Research Council of Norway (NFR) and led by the Centre for Care Research, Western Norway at the Western Norway University of Applied Sciences. The research team also includes participation from NORCE and the Norwegian Institute of Public Health. The collaborating municipalities are Oslo, Bergen, Askøy, and Kvam.

The "Early Intervention" model involves applicants receiving intensive follow-up from interdisciplinary teams for up to four weeks before the municipality decides on the service provision.

NORCE leads the quantitative component of the project, aimed at determining the effect of the Early Intervention compared to the traditional allocation model.

The analysis will use registry data to explore how the new model influences the likelihood of applicants receiving services, the scope and type of services received, the costs incurred by the municipality, the health condition of the applicant in both the short and long term, and the implications for the applicant’s family. NORCE researchers involved in the project are Tor Helge Holmås and Karin Monstad.
