Julie Runde Krogstad is a senior researcher at NORCE and a political scientist specialising in the governance and coordination of policy and public administration for transition and sustainability. Her research focuses particularly on transport, energy and business development.
She is interested in how public authorities at different levels of government interact, and in how national frameworks shape the room for manoeuvre of municipalities and county authorities. In recent years, her research has addressed the circular transition in business and industry, with an emphasis on how public authorities can facilitate sustainable value creation in the private sector.
Julie has extensive experience leading research projects and policy studies, and she regularly gives talks at seminars and conferences. Before joining NORCE in 2020, she worked for many years as a researcher and project manager at the Institute of Transport Economics (TØI), and she also has experience from the public sector.
She holds a master's degree in political science from the University of Oslo and will submit her PhD at the University of Agder in autumn 2026. Her thesis examines collaboration and governance through urban transport packages (bypakker) and urban growth agreements (byvekstavtaler). As part of her doctoral work, she was a visiting researcher at the Hertie School in Berlin.
